The flip side is that a cadet fee is usually close to genuinely all-inclusive. It commonly covers ground school, the flying, the multi-engine and instrument rating, the type rating, training material, uniform, accommodation and meals. What it customarily leaves to you is a short and fairly predictable list: overflying beyond the syllabus, your own travel, visas, DGCA exam and licensing fees, medical fees, a headset, and the entrance test fee you pay simply to sit the selection. Confirm that list against the programme's own price disclosure rather than assuming it.
